Yeah, the theaters around me tend to crank the volume to 11-13 on the Tufnel scale, so I've been wearing earplugs to movies for years.
I find that these work very well for that purpose.

I am not a casual shooter and they aren't even worth it to me.
Howard Leight Impact Pro is what I use most of the time.
If I'm at an indoor range then I'll double up using In Ear Plugs under my muffs.
The Howard Leights can make cheek welds a bit weird, generally, this doesn't affect me much but if I'm doing some bench shooting and I need to hold a great weld for a long time then I'll just use my in earplugs and forgo any muffs.
99% of the time though I use the muffs.
Also, if your muffs don't have gel cups - get some. They make a HUGE difference and are 500% worth the $30-50 you'll spend. Currently I'm using Noisefighter's Sightlines - these have a shelf cut for glasses. Very happy with them.
Modern ear plugs can work just as well or even better than large muffs/cans.
I use Surefire EP4s on the range, and even my Ar-15 is attenuated to a safe and comfortable level, and they're very unobtrusive.

I've heard of a few people using plugfones as an all-in-one solution. No personal experience
Honestly, I think bluetooth speakers and a set of actual ear plugs is your best bet. I know Sena/Cardo can get a bit expensive, but they'll last you. Plugfones or any other combination will eventually wear out/get hard. It's damn near impossible to make any earplug that will last months let alone years
If you get speakers, I'm a big fan of these for both saving your ears and letting you hear the music
I wear a full head helmet and my bike isn't too loud, so I've never found earplugs necessary. But my pro tip from the shooting world is that you can use earplugs like these to filter out high decibel noise while still being able to hear lower decibel noise. In my case, I wore those inside electronic earmuffs so I could still hear people talking. Applying it to motorcycles, you could wear them inside a helmet with bluetooth to still hear your music or coms or whatever.
I prefer Surefire EP4s, myself. Far more comfortable.

I find them to not make everything as muffled as the disposable foam ones, but work pretty decently when shooting. Especially with the relatively low number of shots you'll be taking while upland hunting, they might be a good option for you. I would like a pair of electronic earbuds myself, though, just don't want to fork over the dough.
Or we stick them in our top button hole of our covvies.
I'm pretty retentive about mine, I dislike the disposable foamy ones, but every space where you will encounter loud noises is supposed to have warning placards and a box of disposable hearing pro at the entrance. When you check onboard you will be entered in the ship's hearing conservation program and be required to get annual hearing exams and be issued your own hearing pro.
I personally bought some nicer ones that filter certain decibel ranges--usually a local gun range will carry them, or Amazon--so I could hear people talking and still filter out the loud roar of the machinery or sonar.

I find myself highly frustrated when I have a complex thought that I can't make come out in an externally understandable manner. I wonder if that's part of it for him. I would suggest trying some things like art to see if with words out of the way, he can express himself. Music has always been good for me because of this. When I'm really in a bad spot, I can only listen, not play an instrument. However, even then, the songs I choose say something about my emotional state and thoughts, which then helps me organize them for communication.
Another consideration is that he may have some sort of health issue that is bothering him and making it hard to concentrate enough to put his thoughts into words, AAC symbols, or signs. You guys may have already addressed that, though.
As for hearing protection, I can only wear these in public. Shooting muffs feel like people are staring at me, which is bad for social anxiety. Other earplugs are uncomfortable, which is bad for sensory issues.
