This will be a great starter setup to get you to 1000 yards for about $1000 if buying new. You'll get best bang for your buck buying the same rifle/scope on the used market, and could likely hit your $700 budget. Since you reload already, look for one of the rifles in 6.5CM.

The Primary Arms and BSA both have resettable turrets. But, you can't fully reset them to the bottom. Only where the zero marker is in relation to the current revolution counter hash mark.
I have two Primary Arms 4-14s and they are a good value.
Find a used Howa from your local forums or hunting trading posts. You'll find a .308 somewhere for about $500 with a Nikko Stirling scope.
Sell said scope for $50 somewhere, pick up the SWFA 10x fixed, a case of Federal Gold Medal Match, and you'll be solidly in your goals for years to come. It might not be a match burner, but you can try shooting at 1000 yards without feeling like you're just slinging money away.
It won't be the sexiest package out there, but it will hit all the fundamentals and leave you wanting for nothing but maybe a suppressor and more range time.
