Or they could just use paper with the same pH, which is what those pens are looking for. This guy discovered a very thin type of newsprint that matched the pH of real bills. He printed fake bills on three pieces of that paper - one for the front of the note, one for the back, and one for the middle that mimicked the watermark and security thread. He then sandwiched the pieces together using spray adhesive. It actually worked for quite some time, until he came down South and the bills started falling apart in the heat and humidity.
