No standalone AA4 artbook has been released (AFAIK). Those scans are from The Art of Gyakuten Saiban, which is a set of two artbooks released in 2007. One book was for the original three games, the other for AA4. The book has been released in the US in 2010, as The Art of Phoenix Wright: Ace Attorney.

While both books are out of print, a revised version was recently released in Japan under the title Gyakuten Saiban Illustration Archives. I am not sure whether it contains all pieces of art featured in the original release, but this release does add newer art released after 2007 (Wiiware release artwork, AA5 artwork).

If you're specifically looking for concept art though, it might be cheaper to look for Gyakuten Saiban 4 Official Guidebook. Ace Attorney concept art for the characters has traditionally been included with the official guidebooks ever since the second game on the GBA. This book is also out of print, but shouldn't be too expensive used.
