Make rent due on the 1st. If they move in on a random date just prorate the first month and then make the next mo due on the 1st.

This is literally the point of the late fee. A punishment for the headache of making you worry. Which is exactly what's happening. By being 'nice' and giving him slack you're actually being a bad landlord and training him that he can pay other bills before paying you which is a viscous cycle that will repeat. 99% of the time it's not a "one time thing".
