Edit: I totally misread what parent was saying, but I'm leaving this up as a pre-emptive response to people who say that the conflict had a historical basis (ie Centuries of conflict, rather than decades).
That's fundamentally untrue. Serbia and Croatia have only been pawns in the proxy wars between Austria-Hungary and the Ottoman empire; conflicts that were fundamentally state-based, and not ethnicity-based. [1] The notion that there was "always" a conflict in the area was a myth promoted by Serb ultranationalists in order to frame the genocide as a civil war. [2]
