Check out The Flash: Rebirth. Next, read the series by Geoff Johns, Francis Manapul, and Scott Kolins (2010-2011). It's collected in two volumes. After that, read Flashpoint, and then read the New 52 series.
Here's a breakdown:
In addition to these, you can check out a list of some more recommended Barry Allen reads here.
EDIT: Don't be discouraged if you find The Flash: Rebirth very continuity-heavy - it is. This was one of the first non-Batman comics that I read when I was getting back into comics, and I had no clue what was going on. The thing is, that frustration only encouraged me to dig deeper and understand more about this world. I hope you (or anyone for that matter) takes that approach when something comes along that doesn't seem to make sense.
Yes, for both Wally and Barry. For Barry there is a modern New 52 story called Out of Time, and for Wally there is a story arc known as the Dark Flash Saga. Like Hal Jordan and Injustice Superman both include instances where they failed to save loved ones.

Batman by Snyder & Capullo is generally the most acclaimed Bat-book at the moment.
Manapul and Buccellato were incredible on The Flash. Their run goes through Volume 5. The new team starts with Volume 6, but I can't speak to quality.
Morrison's Action Comics was the best Superman title for a while. After that, we'll skip Volume 4 because it's bad and contributes nothing to anything. Volume 5 starts Greg Pak's run, which runs into the Doomed crossover.
Peter Parker returns after a short absence (where Doc Ock inhabited his body,) and goes almost immediately into the huge Spider-Verse crossover.
