The tools you need cost less than a "professional" setup. The experience you need can be gained in a couple hours watching Youtube videos or you could wait a couple days for your copy of The Guitar Player's Repair Guide to show up. Knowing how to do a setup should be required in my opinion since getting it done "professionally" is a scam.
Only frets 10 to 13? That could mean the neck is bowed. You can confirm that with a straightedge or by putting a capo at the 1st fret and holding the string down at the 17th. If the middle frets are closer to the straightedge than near the nut, then your truss rod may need to be loosened.
