Moe and CGDCT are often used interchangeably, but only because the Western usage of the term "moe" is very different from the Japanese usage.

In Japan, "moe" is a pretty complex concept. Linguistically, it's similar to the phrase "moeru," meaning "to burn," because moe is supposed to be some sort of burning passion or whatever. Moe describes a specific emotion, usually described as "the feeling of wanting to protect" and certain characters, usually cute ones, can elicit this emotion from viewers. In the West however, moe has come to mean just "cute." People saw anime characters referring to moe when [talking about cute girls,] (https://www.youtube.com/watch?v=DXf6ayKvd58) and made the connection there. So evidently, the shows full of cute girls became known as "moe shows."
