I think you have a very distorted understanding of Republicans.

Republicans, broadly speaking, believe in limited government. This stems from view that the private sector usually does thing better, that we should have less government influence over our lives, a basic belief in fiscal solvency, and belief that low taxes drive prosperity for all.

None of these is "love of money". Indeed, I think there have been studies that Republicans give much more to charity than Democrats.

Yet further, rejecting the welfare state does NOT mean leaving the poor to starve etc. Indeed, before the modern welfare state, Americans had a rich and robust tradition of charity. The book at the link gives great detail...but in any case charity used to be much more humane and "high touch"...and more effective than the impersonal welfare machine we have now.

I think this is where Rs and Ds have such a huge gap. Ds often can't seem to imagine that charity can happen without the government being involved. But it has and can.

I don't know about this particular law, but laws governing charity handouts have existed since colonial times. It was more common than not to criminalize what was known as "bad charity" because it was believed to do more harm than good.

As a libertarian, I want to receive constructive criticism for my ideology so I can improve my debating skills, and I also want to convert non libertarians. Please message me for any of the reasons why you oppose libertarianism. I will list some statist arguments here and refute them.

The poor will starve- Most of the problems that require the poor to go on welfare programs are created by the state itself. The poor need food stamps and housing vouchers because of high food prices and high rents. Rents are so high because of government regulation and eminent domain use that centralizes land into the hands of a landlord cartel, and food prices are so high because of farm subsidies, biofuel programs, and agricultural tarriffs. The poor also are unable to set up businesses and make money themselves because of government regulations. Minimum wage laws prevent the poor from getting jobs, and those who try to self employ by selling food or operating a taxi cab are shut down by the state. Simarlerly, if workers never had to pay FICA or the income tax, their would be no need for SS, because people would have enough savings when they retire. Also, the elderly cannot live off dividends due to corporate profits taxes, dividend taxes, and capital gains taxes.
