Looks like a light sensor connected to a speaker.
Only thing I can think of is it's an annoyer which makes a chirp when someone passes the light sensor.

Buy an Annoy-a-tron and hide it in the office manager's office. Basically it's a device that plays a sound at random intervals. Drives people nuts. I put it in my friend's office and he was actually timing the intervals between beeps.
