Get a simcard without sending it back, but you need to find someone to receive it. You'll need a simfree phone tough. Mobile hotspot should work
If you do a quick Amazon search you'll find a couple of others that do allow hotspot. A little more expensive than the earlier one, check whether it makes sense.
