It sounds like you are extremely sensitive! It's not unheard of for people to react to small amounts like this for instance: from poison ivy smoke that comes off a fire where people are burning leaves. It is possible that there is some trace urushiol from the outside of your sleeves, that was carried under your sleeve by the water yes. There are also some post contact wipes I found on amazon that I stock now that we're living in the woods that seem to be fending off rashes.
