the movie version has a slight raised detail on the edge of the moon. for that, you can use a thin trail of hot glue, or some piping, or even puffy paint.
for building the "body" of the headdress, you have a couple options. some simple 2mm EVA foam (i.e. craft foam) would work. cut it to shape, seal it with some heat, then cover it with your primer of choice (plastidip's my personal favorite).
