Have you considered using a flask instead of an individual packet? I have used this and filled one flask with slightly watered down hammer gel and just sipped on it.

Depending on what shorts you wear you might even be able to get away with tucking something in your pocket or clipping one on.

You may consider just squeezing them into a gel flask or two and either holding them or putting them on a belt designed for them?
