To start off, check out the Uniball Jetstream Premier or the UniballJetstream Alpha.
I recommend this because of numerous reviews that support the Jetstream as one of the smoothest/best writing pens available. The ink dries almost immediately and the ink soaks into the page (Uniball says that this is good for signing important documents and avoids forgery), but the ink doesn't leak through. I think these are definitely worth checking out, I have the cheaper plastic cap version and it writes well.
If you prefer a different aesthetic but want that Jetstream ink, you will have to look into whether certain pens accept certain ink cartridges.
Edit: I'll also add the Parker Jotter as well. It's /r/pens approved and it looks more professional than the Jetstreams.

I second the vote for the Jetstream, and if you are willing to spend a little extra money for less than $10 you can get it in a metal body pen with a very comfortable gel grip:
