> This is an "I don't give a shit about money" build for me.
So why are you looking at a mid level barrel, optic, and trigger? Those are the only parts that spending money really matters.
Lilja M4 barrel. One of the cut rifled makes might be better, but they don't often make them in carbine profiles.

Here is my 'I'm willing to spend a lot of money on it' build. The barrel comes in sometime early next month. Total, it will be just north of $3500 with optic.
If you are going to get a Trijicon ACOG get the LED version.
Doesn't wear out because it runs on a single AA battery (and lasts a few months too).
Yes you can buy an RMR and mount it on top later. You'll need the specific mount for the specific ACOG. For the LED one linked above it's this:
As for the RMR I recommend getting the battery powered 1 MOA one:
Why 1 MOA? Aim small, miss small.
I first got the ACOG/RMR combo, however I ended up getting a 1-6x variable scope because the 'height over bore' of the mounted RMR was ridiculous. If you zero it at 50 yards, you have to offset aim a few INCHES if you shoot at anything closer than about 30 yards. It was unacceptable to me.
After a ton of research I ended up buying a Vortex Viper HD Gen II with a JM BDC:
If I could do it all over again I would have just bought the Viper HD Gen II from the beginning. The only thing I don't like about the Vortex is how heavy it is. If I had $2,200 laying around I would buy the Z6(i).
HOWEVER, the Vortex is much cheaper than it's competitors.
I now since sold the ACOG and have mounted the RMR on a Glock 34 MOS Gen 4.
A ton of three gunners use variable power optics, as you get the most flexibility out of your optic for multiple ranges when you use a variable power optic. You also don't have to deal with maintaining two optics and that annoying height over bore.
Does vortex make a 1-6x scope that is reasonable price?
