they're so tiny! we picked up a collar/harness for our pom after we got her (like, right after...we went straight to the pet store). even now, she's wearing a cat collar because her neck is so small (and she's big for a pom, about 8.5lbs). make sure you get one that's not a breakaway collar (like a lot of cat collars are).
that said, we only use the collar for tags. for walking, i definitely recommend a harness -- we use an x-small harness by voyager that seems to be comfortable for our pom and doesn't matte her fur.
