I am often downstairs while my cats are playing upstairs and sometimes it truly sounds like a herd of elephants up there- and mine are all 13+ years old.
All I can say is exercise them more during the acceptable hours. Run them up and down cat trees with laser toys, do more interactive play with teaser toys like Da Bird and Cat Dancer, and right before bed give them puzzle toys that release food slowly.
I would think they would be more likely to sleep if confined to the bedroom with you rather than being offered the run of the apartment. A last resort might be to separate them during the overnight hours.
Perhaps try heated cat mats- it's like a heating pad but calibrated for cats to lay on. I have a couple and any time they are on my cats are glued to them. Turn them on at bedtime after they have had a strenuous day and a good meal and they will acclimate to sleeping through the night.
