After not being able to sleep for several days I finally broke down and bought a portable air conditioner off of amazon. It still hasn't arrived yet but I can't remember being more excited for a package delivery from amazon in my life.
I use something like this and it works pretty well. Nice thing is you can park it right next to where you need it to be cool the most (ie, right next to your bed/desk). Downside is it also functions as a dehumidifier so you'll have a tub/bucket to dump daily. I use it to water my garden so it's not a big deal.

4: If all else fails, get a real dehumidifier. Something like http://www.homedepot.com/p/Frigidaire-70-pt-Dehumidifier-FAD704DWD/206734553. It will add heat but also remove the humidity.

Mine is currently in my laundry room. I've had to deal with heat issues as well but since I live in the west I just stick a swamp cooler in the window during the summer.
A dedicated area would be best but I can definitely understand it being expensive. Maybe you can convince the wife to let you setup one of these?

That may be overkill for your setup. Either way if you do decide to go this route, make sure to get a dual-hose model. The single-hose models are near pointless as they suck air out of the house.

I would recommend a dual-hose unit, e.g.
