I'm in IT. I think monitoring users like this is stupid and unproductive. While I don't use it personally, I'm quite happy to share with you the knowledge of the USB mouse jiggler dongle. This is a piece of hardware (so no software to install to make it function) that emulates a mouse (a second mouse). It periodically moves just a tiny bit enough to reset the inactivity count.
Supposedly if you plug this into the USB it will work.
