The guy you want to talk to is Mikey Weinstein of the Mililtary Religious Freedom Foundation.

Mikey is a USAFA grad himself and he didn't become a "crusader" for the cause of religious freedom until his son - also a USAFA cadet at the time - started getting hassled by religious zealots. He's now well-known in the halls of the Pentagon and in Congress (and disliked by many in both places) for standing up for the religious liberties of those in uniform.

If you get a chance to hear him talk, do it. He can come off as a bit of a pompous jerk, but he actually admits it and says you need to be an ass to go toe to toe with proselytizing 4-stars and Under Secretaries of Defense without being intimidated. If you want some good reading on the subject, check out his book, With God on Our Side.

Also get involved with the USAFA Freethinkers. I met one of the guys who started it; unfortunately the administration/chaplaincy wouldn't let the group call themselves "atheists" so they're "freethinkers" instead.

The short answer to your Constitutional question is that it's a very thin line. The Supreme Court unfortunately has upheld religious invocations as long as they don't endorse or create the appearance of the state endorsing one specific religion over another. So in theory the prayer needs to be all-inclusive and non-specific to a particular religion, or they need to provide rotating opportunities to all points of view to offer invocations, etc. It's such a muddy issue that the Supreme Court has just agreed to hear an important case on it again:
