It's really tough to say without more criteria, there are so many examples of bad aircraft. Some were poor designs, some were obsolete as soon as they were built, construction disasters, bad ideas, etc.

Off the top of my head:

Brewster Buffalo (obsolete and also, too heavy)

Caprioni Ca.60 (tried to build a seaplane more like a ship - too heavy)

Bonney Gull (too far ahead of its time, or more likely, a bad idea, crashed and killed the inventor on the first flight)

Kalinin K-7 (bad design)

Bristol Brabazon (overdesigned, obsolete, too expensive)

Yakolev Yak-38 (usually regarded by Western analysts as a piece of junk)

the list goes on.. I have a copy of this book, it's a fascinating read, seems to be out of print but looks like you can get a used copy.
