Much cheaper, slightly (10-15%) slower graphics card - yes, it's an R7 but it's the same chip as the 270X - only difference is a few cores are disabled so it's 1024-core rather than 1280-core.

The R9 380 will perform better than the GTX 960 and is a better buy unless there is something specific to nVidia cards you really want like GameStream. That power supply is also a little less than optimal. I would go for something like the XFX 550W. It is ever so slightly more expensive, but much more reliable and is more efficient, so will definitely save you the extra initial cost by lowering your power bills.

Edit: oh yeah the RAM boost that the other commenter suggested is a great idea. 4GB isn't that much.
