Good idea! Their are lots of comparable office machines to be found locally around the world. These are the most compatible graphics cards for this type of upgrade.

These two cards even fit in low-profile "slim" machines. This expands the range of PCs that you can buy. Be sure the computer you buy has the PCIe 16x slot, as some board makers save a few dollars by not including it on all boards.

You will also want to add a SSD and reinstall the OS, browser, and small programs. The 128 GB size is a bit slower then the 256 GB size, so it is often better to get that size ($55 vs $85).

You could go with a refurbished Dell Optiplex and this small form factor 1050 Ti:

I have an Optiplex 7040, and the Zotac 1050 Ti Small Form factor fits into the PCIe x4 slot. It's a x16 card but still works. However, I notice that its speed outperforms the CPU mostly with single precision computing, not double precision. From what I've read though, using single precision is not too critical for deep learning applications and it allows one to fit more data in the card's memory.

You need a low profile video card like this one: https://www.amazon.de/dp/B06XHZ29N5/

The most powerful you can get a low profile card these days is a 1050ti. Zotac, MSI and Gigabyte all make one.

Here's an example: https://www.amazon.com/ZOTAC-GeForce-Profile-Graphics-ZT-P10510E-10L/dp/B06XHZ29N5

Not sure what you mean. It's stable unless it's got issues. If you're going for stability then don't overclock. https://www.amazon.com/dp/B06XHZ29N5

They're half the size and uses tiny fans. Looks like this: https://www.amazon.com/ZOTAC-GeForce-Profile-Graphics-ZT-P10510E-10L/dp/B06XHZ29N5

Also, keep in mind that you can now find a 1050 (Ti) in a low profile variant now. Probably one of the more powerful options that are available today.
