Fleece lined tights would be a great smaller gift to give your friend. They are black and opaque, which I think would be quite suitable for professional attire aaannndd they have the warm fuzzies of a sweatshirt hugging your legs. Be sure to check the size charts of any of these products so you get her the right size.

I feel like clothes wise, she should be fine with anything she brought from California. Skirt and a suit jacket? Well, put on those fleece tights. Thermal underwear under clothes can also keep you very warm. Scarves can help with drafty environments both indoors and outdoors. A long pashmina can pretty much be used as a blanket without looking crazy.

Once it starts snowing she may want to get snow boots, so she can switch up what she's wearing on the streets vs. indoors. I love anything by Sorel, these boots are warm, waterproof, and cute!

Accessorizing and layering is the biggest part of staying warm in the winter. You could also go the mom route and get her a nice hat and gloves set so you know she's not freezing her fingers off! Hopefully I provided you with some helpful options. You're a very kind friend to do this for your friend's birthday!

I have discovered this year the amazingness of thermal leggings. A bit like longjohns, but thinner, softer, more comfortable. I've basically been wearing them whenever possible. If I wear them under my jeans, when I get home I can just take my pants off in the living room and lounge that way - a comfort I do not get otherwise because my in-laws (and now one of the husband's best friends) live with us.

Husband is just lucky that these are so expensive, otherwise he'd have to deal with me basically living in them all winter.

For game drives, I brought two pairs of Halle pants (olive and tan) from Prana and 3 ultralight ExOfficio shirts. I wore the shirts over a full coverage sports bra, which let me unbutton the top buttons when I got super hot AND it made the rough roads way more comfortable. I also brought a linen scarf which was SUPER useful to both cover my neck in buggy areas, or use as a headscarf (I really really hate hats).

For lounging around camp, I had wide leg linen pants and long sleeve, super light weight tees that I picked up at Nordstrom. I also had one maxi dress that was nice to have. Most safari camps offer laundry services, so you don't need to bring much.

Etsy has really pretty jewelry! A few of my favorites I've seen lately (or ones I've purchased as gifts for friends/family) fave 1, fave 2, fave 3

You said she has a ton of scarves, does she have something more like a cowl? They seem to be super popular lately, and sometimes scarves just don't give you the warmth you want like a cowl does. Here's a cool lookin' one.

Does she have cuddl duds? I have like three pairs and they are the most amazing thing ever. I live in the midwest and pretty sure these are the reason I still have all my limbs after 30+ mins of waiting at bus stops. My favorite is this kind, the 'flexfit' cuz it has a v-neck and has that loop for your thumbs - this would something she'd probably like to wear for running too maybe? They have matching legging/pants version as well.

Some other generic go-to's would be a perfume set from Sephora. The kind that comes with like 10 mini vials and then a voucher for a free full size of whichever you want from the set. Pretty sweet since you don't have to wonder what scent she'd like and even if she already has a fave perfume this gives her a chance to maybe find a new favorite.

This is kind of random, but have you heard of those fruit tablet things that change your taste buds? They sell them here and they're only like $14, I'm giving some as gifts in a gift basket with lemons/limes/grapefruit which from the reviews say they're the most fun to try.

Does she have any TOMS? That's always a great gift. Even in the winter they have different kinds that are more durable rather than the typical slip on TOMS.

A nicer necklace would be great too. My bf got me one from Swarovski for our one year and it was like...the best gift I've ever received. Some of their stuff is kitschy (hello kitty necklaces) but they really have some amazing pendants like this, this, and this.

Does she like reading? A nook could be cool! Or kindle fire, whatever they have out now.

These would be awesome! I've been wanting something like this forever. They were also featured on Shark Tank so that's kind of cool.

How uh...weird is she? This mug looks hilarious. But a more normal & cool looking one would be this!

I'm pretty sure you're a dude, but I bought these ages ago. We haven't had a super cold winter that I've been running for yet, but they're too hot to run in at 30º, so I think they're probably totally up your alley. They definitely have them for men too.

These look thin, but are amazing at keeping me warm. I got mine from Costco, but this is the same brand/style.

I wear them with a pullover, and I'm totally fine in 20 degree weather.

My guard is currently using this tank top with a glittery version of our band’s logo done by a band mom, these leggings, and this jacket from Amazon with a white outline of our logo on the back and our names on the chest. Not a set, but they’re black so they all work well together. Only problem is they don’t come with decoration, you’d have to have a separate person/company do it.

Sounds like layers and perhaps a packable down coat might be the way to go. I found a nice packable down coat at Marshall's/TJ Maxx last year for a good price. I also found a great Columbia insulated vest with the heat-reflective Omni lining for $10 on Poshmark, and have worn it in winter, spring and even sometimes in summer. Paradox blends a small amount of merino wool in their base layer pants--these are less than $10 in some styles/sizes on Amazon and could be worn under pants or jeans, or even for PJs. A couple long-sleeve T-shirts would be great and could be layered under a thin sweater. If you are taking heavier things (a jacket or longer sweater, warm scarf and warmer shoes/ankle boot, it's a good idea to wear them rather than pack them.

Yes, they are wonderful! I guess they aren't real silk but I've called them that my entire life because they feel silky. This is the brand I have and pretty much the same style.
