There's actually all kinds of legal support for methods of resolving dispute without lawsuits. Contract law provides for arbitration. However, such laws are going unused as increasing fewer workers are in unions. If you are interested in how lawsuits replaced contract law, I recommend Tom Geoghegan's See You in Court

Well word your question better next time.

Anyone who disagrees with ToS shoud file credit card chargeback, start a small claims lawsuit and look into class action lawsuits. They should also report Steam to the Attorney General, BBB and so on.

As for consumer protection laws (which is the field I work in), there is an excellent, yet very newbie-friendly book available for a very good price.

It's not complete by any means, and it's very short (which is both a plus and an inconvenient) but it gets to the point and explains in great details the basics.
