That is such a great costume! I will go with EL wire (the battery thingy can be hidden in the "gem") for the tubing, maybe wrap it around some celofan to make it glow in a more uniform way and add bulk to the "tube". The staff itself can be made out of a curtain rod (there are cheaper alternatives).
Just spray paint to match your color, wrap the wire around the staff and voila!

Now the tricky part... I suggest cutting and hot-gluing transparent tapper ware and covering it up with this. It may look weird at first but for the light up effect you can either wrap the EL wire in there or get a couple of these or similar items and just hot glue them; look for battery powered lights!!

Now the casing on the other hand is tricky.. I think you could cut up your tapperware in a way that you only cut the empty panels as in photo #2. Use those panels for the gem, and use the remaining plastic to paint it the same tone as the staff and drill a hole underneath it and hot glue it. The details themselves can be made with aluminum foil or the plastic itself, just remember to match your paint color!!

Is that a good rough guide? I am not a very good cosplayer but I have made an iron man arc reactor (mark I) for the avengers movie and a full bane costume (all from scratch) for TDKR. [I was not allowed in the movie unless I removed the mask, the release in my home country was a week later than U.S.)

Came in to say this. I've been looking for thick blackout curtains on a small budget lately and the best I've been able to come up with are liners like the ones above. You can find them on Amazon as well. It's even better than having a black/dark curtain because it will absorb even less heat from the sun as white will bounce back a LOT of IR light.

Edit: There are also curtain rods that come with two rails, to hang sheer curtains between the window and the thicker curtains. You can use that to have two sets. White curtains and the whatever other color you want.

Also, you can even get a "energy efficient" curved curtain rod along with the block out curtains. The curtain being able to slide around the curved corner, can go all the way to the wall, not leaving a gap between Window and curtain. Makes a difference with keeping heat/cold in place.

How about a double curtain rod? Usually the inner rod is used for a sheer, but there’s no reason you can’t use regular blackout curtains on both, doubling the darkening effect. This one in particular wraps around back to the wall so light doesn’t come in from the sides, or you can use some Velcro to affix the sides to the wall. You might still get some light coming in from the top, but you could easily cut out a piece of cardboard and stick it to the top of the window frame - big enough to block light but small enough so it doesn’t interfere with the opening and closing of the curtains. The nice thing about these curtain rods is that they’re extendable, so you can make them much wider than the window.

There is a lot of stuff on the shelves that can be boxed up.

Trophies, nick nacks, random things just taking up space. Choose only what you really want displayed.

Then curtains and stuff on the walls.

For curtains...simple is best.

Its worth it to do the double curtain setup in my opinion...but you can save money by just doing the blackout curtains.

Just remember...get curtains with grommet holes and not the scrunchy top curtains. They are cheaper but they look cheaper. Spend a few extra bucks and find curtains with grommets.

And since this is a double window, don't get a thin/flimsy curtain rod. Get a beefy looking curtain rod. That way the rod wont droop under the weight of blackout curtains
