Okay, full budget idea:
Underwear ( $205 )
Pants ( $270 )
Sweaters/Sweatshirt ( $205 )
Winter Jacket ($250 ) (dont have any links, wait for it to get closer to the season)
That adds up to about $930! It's not a full winter wardrobe but it's a really solid start. You could also swap out the dungarees for raw denim, skip the underarmor coldgear for more heattech, and put some of that money into boots if you need. Or get some shirts if you need some.
TBH, it's my gym shirt from SIXTH GRADE. hahahahaha. I've had it for 15 years now, and still wear it to bed. :P
Its tag says "Russell Athletics NuBlend". Just looked em up on Amazon and the shirts are super cheap. Might be worth checking out?

I have a little info on each of the shoes and boots I have used in this Gear List article, but you are right, I focus on fit and how they handle water drainage as much as any other factor.
With good socks, the Ventilators should be fine. If you are really concerned, grab a pair of short gaiters to block the wind. You might want to look at a tightly woven sock like Drymax Cold Weather for use as your outer layer. They are dense enough to help keep the breeze out.
You really can't beat UnderArmour cold weather gear. I've ridden many a time in snow and 30 degree weather in just my cold weather gear shirt, with an athletic shirt on top of it.
When it gets extra nippy I'll put on some thermal pants and wear my Nashbar leg warmers on top. Nashbar puts these on sale a lot of times for $10, really can't beat 'em. I've had mine for a couple of seasons now.
I wear Smartwool PhD socks year round and Drymax when it get's really cold.
I've not run below 20F, so I don't know what I'd do in that weather.

In my experience, my most durable socks have been Drymax. I've had some that have lasted for years and look brand new. I bought some Thorlo running socks last year and they are already falling apart. I've never compared them against Darn Tough (which seems to be very popular in this subreddit), but I can recommend Drymax if you're looking for a durable synthetic sock. For your application, I'd recommend these or these.

Turns out, it was a boys size. Seeing as I've grown a few inches since I last wore this, I doubt I would fit it, so I will probably need to find something new. Thank you for your help!
