The leaves are always available in Indian shops or in the "international" section of larger supermarkets. They're a bit of a specialty item, but like curry leaves, sometimes you just need them for things to taste right.

The ones I buy come in a box and it looks like this.

I made a tikka masala this weekend and just at lunch today asked her about fenugreek leaves and I told her I found it in a dried herb mix and worked well. I told her that the store I went to also had the seeds and powder and she said that ground up seeds are just as good as the leaves.
