My dog doesn't play tug or fetch, and never really has. However, her trainer suggested a canvas dummy like this if I wanted to try to teach her to fetch. I haven't tried it, but the the basic principle is that the dummy holds a scent (which is included) and that will attract the dog to it.

I would think also using something like a bully stick might work, because the dog probably wants to chew on that?

According to my trainer (and vet, etc) some dogs just don't play fetch or tug (or even most toys). They are just kind of weird like that. Mine is. She seems happy though!

You could try to get her moving forward by using really high value food treats. You could also try some sort of game animal scent to increase her motivation. Sprinkle some on the lawn or on a toy. Entice her with a game she likes playing. Praise her for moving forward.

Basically you should find out what motivates her and what she enjoys. This will help her feel more comfortable on the leash with you or out in the yard, and she'll associate those times with being fun and hopefully start exploring her environment. Start with moving a couple of steps and gradually increase the distance.

Hmm, what do you do on walks? Does he get to go off-leash? Does he like to run after balls?

Off-leash running at a dog park can be much greater exercise than a walk, especially if he gets to play with other dogs. If you don't have one near you, you can't have him off the lead or you just don't have very nice dogs in your area, you could buy a long line and play fetch with him on that. Again, chasing after something will let him burn off much more energy than a leash walk.
