Those "shavings" inside the seal are what remains of a spring that held the inside of the seal tight against the shaft it was riding on. Presumably the inner part of the seal deteriorated, the shaft grabbed the spring and pushed it into a spot inside the bore. this is what your seal probably looked like when it was new. As far as the bearing, can't say without seeing it and feeling it whether its safe, but know that with the inside of your seal not holding well it can be a vector for water to intrude and make things way worse if you get caught in some rain.
