Looks to be a nutcracker similar to this one

Yes, it's for nuts, looks like this one is missing a part:

Lots of YouTube videos showing them used on nuts, locks, axles. I prefer my open-end one since I can use it on tighter spots; though closed-end ones should be stronger. I've used my old K-D 715 for 40+ years now, with no damage to it other than replacing the cutter bit once. I notice a K-Tool KTI70715 has good reviews but doesn't look as sturdy or compact as my K-D 715.

edit: may not be apparent in the videos, but you need to keep cutting-bit inline with the bolt, to split the nut. If it's crosswise (inline with threads) or angled, it won't split it. Once split, nut comes off easy with fingers or pliers. Good idea to clean up old bolt threads with thread chaser a.k.a. rethreading die.

It is the only pecan sheller that uses a blade to nip off the end of the shell, and then nip down the dividing line between the two halves. I don't know of a better sheller as it generally leaves you with solid halves, and there are very few small shell pieces to winnow thru.

On an episode of Good Eats, Alton Brown visited a pecan farm where the owner used one of these to shell pecans. He clipped off each end and then cracked it in the middle. It seemed fairly easy, but I've never used one.

This is correct. Grandma had one growing up.

Yup! An adjustable screw with piston nutcracker would be the more efficient model.

They're for reloading ammunition. They press the bullet into the casing.

Edit:

I guess they're nutcrackers. Very surprising.
