I haven't owned a car in 7 years, so I get everything he's talking about... except why he avoids gaining the skill.
The panic he cites is purely a function of unfamiliarity. If he spent some free time playing Grand Theft Auto with a steering wheel and pedals, he would quickly gain the comfort and instincts necessary to drive.
If he wants to remain car-free (or even license-free), that's one thing, but it's kind of silly for an adult to avoid such a useful skill out of fear when there are effective simulators in practically every living room. You'd think he'd want to at least know how to do it in case of an emergency.
My two cents on this.
Wheels, obviously are nice, but a lot of feedback i see says they have a short life, at least for the cheaps ones. Some brands have a shit support, and some dont hold their word what they write on their warranties. The good ones are expensive, over 300, i mean, Fanatec is just plain idiotic prices.
Controllers, 3rd party? Dont bother, none of them have Motion Steering, which if you are not using, you're missing a lot.
I did get one of these though, they're embarassing, but it makes up for the good feeling.

OMG! If I can recommend then it would be TS300RS servo first of all. It's belt-driven, which translates in to a very smooth and high precision steering motion compared to the geared setup of Logitech. Lots of people would argue that the difference is negligible and start talking about some 'dead-zone' issues on TS300RS, well, I don't see that with my setup and compared to the geared one from Logitech i prefer the smoothness of the belt drive system. It's very powerful, kicks like a mule, but very smooth etc etc..

It's simply the best wheel for TS300RS out there in terms of type of a gameplay rally requires. It's the largest one available, and is covered with real suede leather providing excellent grip and eliminates sweaty hands.
I originally bought the combo with servo/standard wheel/standard 2-pedal set for $388 but then realized that the extra $188 could've been spent on pro pedals, an then another upgrade for the wheel, an ultimately h-shifter.

Buying TS300 RS + alcantara + T3PA-PRO(!) is the only combination to fully enjoy this game (speaking about the Thrustmaster brand).

You can buy the T300 Base for $244 from Amazon plus your choice of wheel like the Ferrari 599XX EVO Wheel Add-On, Alcantara Edition for $165, the TM Leather 28 GT for $150 or the Ferrari GTE F458 for $130 or you could listen to /u/isternes and go Fanatec for a few dollars more.
