I grabbed a cheap Rivet Gun from Amazon. On advice from the growmau5 YouTube channel. It took all of 5 minutes to learn how to use. Way easier than nuts and bolts. Downside is once you rivet two things together, it's more or less permanent. But, when using aluminum, that's not a huge deal.
edit: Should note that you don't need a rivet gun, or any kind of tap set. The heatsinks come pre-tapped, and include all the hardware you could possibly need. All you would have to do is drill holes in the aluminum pieces to secure them to each other (any drill bit will be harder than aluminum, and will drill through easily) then use a couple dollars worth of nuts and bolts to secure the thing.
You can buy it i would imagine but where's the fun in that.

For minimal expense it can mostly be worked with hand tools.
A hacksaw, a hand file, a riveter. Drilling the hole for the rivet will require a power drill though. A hand drill would be a pain in the ass.
This is theoretical, so if anyone else has any better ideas I'd listen to them. HAHAHA.

You mean like the plastic ones? I wrapped myself around a gutter and had to take my stock rear fender off/put it back on. All I needed was these three generic Chrysler plastic pins:
