Ubuntu is probably detecting issues reported by the SMART monitoring of the disk itself.
Get a new disk NOW.
You can use a SATA to USB adapter like this one.

And Clonezilla to clone your existing disk contents directly to the new disk.

Nope. I've been around SCSI for a long time, and I haven't heard of a SCSI emulator for anything. There are SCSI to USB converters out there for a couple of hundred dollars, which will let a PC read a SCSI drive, but I understand that they don't work that well.

I guess you can get a SCSI to USB adapter (not just a cable), but they seem very expensive. I've never used one, but there's probably a good chance it would work with Windows 7 or earlier :

I would probably go with an Adaptec 2940 and a cable, if USB is not a requirement. These older scanners were designed for this card and Windows 7 32-bit or earlier:

Basically

something like this will do, but your drive will be completely exposed and look kinda jank. If you're okay with that, this is a very cheap solution.

If you want it to be a bit more protected, look nicer, and pay a few more $$$ go with an enclosure like u/eron97 recommended.

edit: I think that linked enclosure is actually for 2.5" SSDs vs what you have, I think most HDDs are 3.5". Someone else here may be able to confirm

You'd need a SCSI card in the PC.

If you have an older PC with a conventional PCI slot (pre-PCI Express,) SCSI cards are cheap and readily available on eBay.

If your only PC is a newer one, you'd need either a PCI Express SCSI card (not cheap) or an old USB SCSI adapter (really not cheap) then adapter cables to convert the "external SCSI" to an internal SCSI, or the high-density internal connector to the bigger/lower-density connector on the drive.

Is the r730 PCI-E rated for 75 watts? I know the r710 and r720 both have a max of 25 watts. Could those cards require that 75 watts comes from the board, thus it has a smaller pin count?

You can get a pci-e cable to powered pci-3 on Amazon, it will take a molex power cable.

Depends on if your laptop supports 2 drives or not. If not, I would recommend buying a cheap enclosure or just a USB adapter. Then you can use it as an external backup after you are done.

I was gonna suggest a simple adapter, but that enclosure is cheap enough that I'd just spend that extra few dollars for additional physical safety.
