If you don't have one of these, https://www.amazon.com/dp/B00O3IQW98/ref=cm_sw_r_cp_apa_i_DAwwDb7TK2WJ0, get one.
Provided you haven't done extensive free flight training with your cute little floorball there.
It's an aviator, petite/XXS. Probably the best there is, brilliant in it's simplicity, hard to break or get out.
The AVIATOR Pet Bird Harness and Leash: X-Small Black $36.49
Along with everyone else said, yes, buy one of these. For your clingy tiel, and all your tiels.

My local pet store actually sells them, check their first.
I bought it in Amazon, the brand that I like is The Aviator . It’s a very good brand.
I haven't personally tried this brand, but it's sold as a flight suit and a birdie diaper. I feel uncomfortable making my bird wear a diaper so I use the aviator harness.

It's not rubber or silicone or whatever material the OP link is. It comes with an instructional video and is by and far the highest rated in terms of harnesses for fids.
And like with anything, you must take it slowly. Don't expect him to accept it right away, hell, there's a hole for his head! Any bird or person would freak out about shoving their head into a noose-thing from the get go. Here's a link on how to train your fid to accept the harness:

Aviator Harness.
I don't remember if I bought it from Amazon or directly from Parrot University. Either one is fulfilled by them (Parrot University has an Amazon store).
If you get a harness, be patient with your bird. Some birds take to them quickly, some do not. Mangogh has taken quite a bit of work.
it's an aviator harness which is much easier to put on than a flight suit
The aviator is a really good flight harness and comes with a CD to help with learning how to use it on your bird. I have it purchased and am working with my girl to get her used to it. You can find it on Amazon but probably other sites too
Edit: here is what I have and see recommended often https://www.amazon.com/dp/B000TEXE0U/ref=cm_sw_r_cp_apa_i_DC.QCb86S59NM

Climbing toys are always a hit, and you can usually easily fasten them to bin cages if you add a few ventilation holes in the top (or suction cups with hooks - I get a pack for a couple bucks at ACE hardware. My mice have loved this hanging bridge. I plan on getting a few more varieties - it was very well made and the mice seemed to like the basic structure. I also recommend pvc pipes - easier to clean then conventional tubes, larger, and fun for them to explore and tunnel through, especially if you bury them partly under substrate.
Edible logz are also a favorite, at least for chewing, though my guys seem to enjoy climbing on them as well.
My guys also really love when I sew them fleece cubes and hammocks! I almost always find one or two mice in the fleece cube. Not really for playing, but lounging is just as important haha Fleece is definitely preferred as it clumps off as opposed to threading, so if they chew it, it is safe.
We have a hans we just bought a harness for, I believe the extra small model of the 'aviator' harness is the one we got since she's dead center in the weight range for the harness. We have an XXS for our conure, unfortunately it's a bit too small so we may be getting a second XS for her if we can convince her to engage with the one we just received.
