My husband's office holiday party is 20s themed in an old, ritzy hotel. I'm wearing this dress with this headpiece and black heels. Costume was encouraged but not required so I figured this is a good middle ground- I won't run the risk of being the only person in costume, but I also won't be totally off theme!
Not sure what to do with my hair, which is shoulder length and purple.

I bought this in white and cut off the hood. The plan is to cover it with some remnant fabric I found that has an eyelet pattern at the hem. Attaching the flowers should be the easy part.

No. Just get the officially licensed G.E. Headbands. They're significantly better and last fucking forever (I still have mine from 2007)

If you wanted to make it, I don't think it'd be too difficult. $20 max. Just stick a plastic ornament on top of a wooden down, wrap the joint with a layer of foam, glue on some googly eyes, and paint gold. The crown could be made with a heat gun or hair dryer, gold paint, and a single forehead gem too.
If I were in your position, I'd purchase most of this costume rather than making it, but it could be a good opportunity for you to learn some new skills, like sewing those stripes on top of the hood. You could buy a coat without a hood and add this to it, then buy a double wrap belt.
