I was in a similar situation myself. Only it was a second floor apartment that was above the sound wall that was less than 50 yards from an active freight train line. Which would result in trains coming and going at all hours, sometimes blaring their horns. At 2-6 am. Regardless.
Personally, I would recommend foam ear plugs. They will not mute 100% of the sound, but at the very least 90% of it. It might be a little uncomfortable at first, but eventually you'll get used to it. And within a few weeks or months, you'll find you won't even need them.
