For the sweet pea festival, maybe just a day or so. Go up to the actual festival, and stay for one of the concerts on the weekend if you're into that. Bite of Bozeman is also pretty cool, but it's crazy packed.
I believe there's a book called day hikes around Bozeman, that will give you a good idea of what you'd like To do based on your Time and physical fitness. I'm sure one of the bookstores downtown would have it.

Never been to the bear habitat, but it's basically like seeing a grizzly bear in the zoo. If you've been to a zoo, and seemed a grizzly bear it's probably not worth it.
Otherwise, enjoy your trip, have a ton of fun, and tell your friends when you get back to New York that this place sucks.
So I actually have some avy gear that I've never used myself. Specifically I have an airbag unit called the ABS Vario Base Unit that I bought because I was planning on getting into backcountry this year. But, due to some extenuating circumstances in my life I won't be getting into backcountry anytime soon. At this point, I just wanna get the bag sold so I could get some cash. The base unit airbag is intended to fit with compatible backpacks, and I have one called the Powzilla 30 by Mountain Hardware. buy one of these and sleuth out some promising spots on google earth. definitely worth knowing the temp of any pool you're going to jump into.

I live out by sourdough and I've got this [beast] (https://www.amazon.com/Winegard-HD8200U-Platinum-Ultra-HD-High-VHF/dp/B001DFS4BI/ref=sr_1_52?s=audio-video-accessories&ie=UTF8&qid=1505691288&sr=1-52). It is probably overkill, but I get NBC, ABC, CBS, FOX, CW, MeTV, Grit TV, SWX Sports, and 5 different PBS stations. All come in clear on a good day, but bad weather definitely gives some of the channels issues.
It's not really clear if you're asking why the gov't requires it, or how to get it, so I'll answer both!

In short it's awful. I can get PBS, kbzk and cw... Occasionally. The signal is so intermittent that it makes me think the antenna is faulty as I've seen better reception from friends in four corners on a ground level interior room.
Tvfool and antenna web are supposed to give you an idea of what channels you'll get and where to point the antenna, but neither were accurate for me.
I have never seen one myself. I’ve met a couple of people who have lost dogs to wire snares on USFS land around Gardiner. Some people carry these as a precaution.
Personally, I’ve seen hundreds of dogs out and don’t think it’s an issue to take mine at all.
