Okay so the quick answer , YES, YES IT IS.

Now the detailed one.

"building outside" is as simple (just hear me out.) as taking the motherboard out of the box, wearing [ESD Gloves] (https://www.amazon.com/gp/product/B01DP6RQYI/ref=oh_aui_detailpage_o00_s01?ie=UTF8&psc=1) take the board out of the bag, and close the mobo box after taking out SATA cables inside the box, folding the box back up, and placing the mobo ontop of the box.

Take the cpu socket and push down the retention arm, swing it out, and lift it back so you can put the CPU in., take the CPU out of the box, and make sure the triangle on the CPU matches the CPU on the mobo and gently line it up with the socket, if it's intel, just let it come out of the hand atop the board, if AMD, line up the pinholes.

Take the RAM, make sure t he notch on the DIMM Slot lines up with the stick of RAM and push down until the clips both snap in place making sure you push on both sides to evenly force it.

Take the PSU out of the box, grab the 24pin cable (it's the big cable.) and plug the sides into the PSU if it's modular and into the 24pin spot on the mobo (it's the big spot) and if you have a mobo with extra power needed, take the EPS cables (they are 2x2 with a total of 4 pins, or sometimes 2 2x2's that will go together, if it is a cord with 2 2x2's and your mobo only has 1 2x2 for extra power, don't fret, just plug in one.) and plug them in if neccasary, and turn it on., if it POST's than turn it off immediately, if you can't turn it on, try plugging in the power switch front panel connectors to the front panel i/o spot on the mobo and pushing the power button on the case., it should b e able to boot if down correctly.

Anyways I went super detailed however the realistic process of this is maybe only 10-15 minutes to test the RAM/CPU/MOBO and you don't need to take stuff apart to then "build it again" the only other things you do really is just make sure you have the standoffs installed, put the mobo in the case, screw it to the standoffs, wire up the rest of the front I/O of the case, unplug the PSU and mount it (with fan inside case if you will put PC on the ground or if you don't have a hole for the PSU to blow/suck air in/to, and fan down towards outside of case if it can breath) put on the CPU cooler, put in the GPU if you have one, put in the HDD/SSD/ODD if you have them, plug in the fans, run power to GPU and plug them to the mobo again, and boom, down, just need to install windows now.

It's not so much building it twice, it's testing/building on the mobo one time, then just putting it in place, mind you if you have gpu you could slot that when "building outside" but that just means might need a separate PSU cable for it, and the whole point of building outside is to test, if the screen is black when the HDMI/DP cord is plugged into the vid card, you know it's the vid card, not much to guess there. anyways.. if you want you could just unscrew the expansion slot covers you need to remove, install stand-offs, install HDD/SDD/ODD's into their drive cages, unscrew the back of the PSU cover if you have one on your case .. maybe route your fans ahead of time even?? .. either way my point being is that when you are testing out of box, you can do the case stuff at the same time.. multi-tasking ftw.

As far as the whole where you can take it to get it built, I do want to say this again, please just look at videos done by people like LinusTechTips BitWit and PaulsHardware to see build videos as a refresher and don't forget to get yourself some ESD Gloves like these [ESD Gloves] (https://www.amazon.com/gp/product/B01DP6RQYI/) if you do build yourself.

If you REALLY don't trust yourself even with prevention and refreshers than I'd advise a mom and pop PC place since they might do it free to "help" and/or "teach" since it's your first time, the only other place i can think of would be Best Buy but last I checked they charge close to 100$ for hardware installation/software installation/building I believe, and really, 99$ is overpriced for them to have the fun of playing legos.

Two real choices come to mind here:

This is a surprisingly good offering from Redragon, right around $35. They aren't Cherry MX switches so the quality control isn't going to be as good on them, but getting Cherry switches below $50 is difficult as it is.

Here's a pretty comparable choice from EagleTec. Again, build quality and consistency will be somewhat lacking, but that's kinda what you get from budget computer hardware in general. This particular one is just a little bit more than $40, but finding mechanical keyboards at that exact price point is somewhat difficult as it is.

I don't have any personal experience with either of these keyboards, and I'm not entirely sure about the reputability of either Redragon or EagleTec, but the reviews on both products are good, and Amazon has a pretty decent return policy just in case the product just craps out on you.

I hear the Belkin N series are pretty good. They also feature built-in Miracast (wireless display) (some of them anyway) which you might care about.

It has already been said but no ketchup and mustard cables. You could buy a new PSU but you could also look up 'cable extensions'. That are pretty cheap and you can get them in most colours (E.g. a 24 pin extension:
