No, I've never used the dark net and I've ordered cannabis seeds for years. I like True North Seeds since they're located in Canada (though they're relatively new), but I've also used Seedsman for years, which is located in the UK but delivers to the US and has been open since 2003.
As far as resources, the website http://www.growweedeasy.com is what I've used to learn how to grow, and I've had great results following their tutorials. They have a weekly newsletter on the sidebar you can sign up for, and they send a new grow article every Sunday.
How to Grow Cannabis
Basically you need a plant, a growing medium, nutrients and a grow light.
If you want to start, this is the setup I'm using, and I get at least 5-6 ounces every 4 months or so. The 250W light doesn't get that hot so I don't need an exhaust system or ducting or anything like that to keep things cool. I have my tent in my bedroom, and it only raises the temperature a few degrees.
Basically it's a 2'x4'x5' grow tent with a 250W HPS grow light. I grow the plants in a coco coir potting mix and use the "General Hydroponics Flora trio" plus "CaliMagic" for nutrients. Just follow the instructions on the nutrient bottles at half strength since they're designed for plants like cannabis.
Plant the seed in the coco under the light and give it 18 hours of light a day (on a timer so it stays the same every day). Water the plant when the top inch gets dry until you get a little runoff out the bottom, and add nutrients to the water every other watering. Keep the light about a foot away as the plant grows. It will only grow stems and leaves at first.
Once it is 1-1.5 feet tall (takes about 6 weeks), change your timer so the lights are on a 12-12 schedule (12 hours a day, with 12 hours of complete darkness every night). This will cause the plant to start growing buds.
At that point just wait about 2 months until buds are ready to harvest, then harvest the buds and dry them upside down. After that stick them in jars and open the jars every day for about 2 weeks.

You'll really just be able to browse the internet on that thing though, but if you're looking for a burner and just gonna do dnm stuff it'd be fine. You could also look into refurbs or picking up something off of craigslist. I really think a refurb might be your best bet as far as getting the most out of your money, but the laptop I linked above will work with tails.

Well, I dont understand why anyone would want to go on a public wifi, because the traffic is all going through Starbucks or whatever before it goes through to a ISP. Obviously you may want to set up a reputation before you start the operation, choose a certain time and day or days, bring your laptop, order the same coffee every time, learn the staffs names, make them remember you. So you do not look inconspicuous or troublesome. Building the relationship is a key point because you would be hiding in plain sight. Next I would make sure you sit in a position in the shop that stops all cameras in the shop from seeing your screen, including window reflections of your screen. This shouldn't be to difficult, but finding a position that stops anyone from seeing your screen, making sure its hard for the person not to approach fast enough to not allow you to hide your screen. once you have the card you probably also need to tell your computer to use the new one instead of the default one. you can do simply changing a line in a config files [as described here https://askubuntu.com/questions/168032/how-to-disable-built-in-wifi-and-use-only-usb-wifi-card] but before we come to that you would need to order the new one and plug it in to see if it maybe works right away. if not just make a new comment here and I will help you with editing the config file.
however are you able to use your own network at home for ordering? because then you would be in a controlled environment [where you know that nobody is logging all the mac addresses of the connected devices] and it would be less risky to not spoof your mac address.

These are super cheap laptops a little over $100 bucks for them. They should me more then sufficient to run tails on. Key here is that they are only useful to run tails on. Basically all other tasks will suck besides maybe facebook or watching some Netflix/hulu/youtube.

Tails comes pre-installed with common and generic drivers already. You shouldn't use a WiFi adapter that you have to install third party drivers for.
Since Tails is specifically configured to minimize security vulnerabilities. It doesn't come included with many drivers. Since drivers provide another surface an attacker could utilize to compromise your computer.
