Ended up taking the ball and feathers off the end, and gluing magnets to the end of the stick and the ball. Now when the cat 'catches' the feather, they come off the stick. He triumphantly carries the feathers around the house.
I have a brush like this I got from the hardware store I work at. I didn't have any faith in it at first, but it works wonders.
The wires can be sharp, though. Do not clean it with your fingers, I cut my thumb that way. It's like a slightly deeper paper cut, but still.

BAM! She loves the hell out it. She hasn't been on the PS4 in months. It doesn't get too warm to hurt her and it's very very light on electricity use so it's purrfect. :3 I wish I got her this years ago. The customer reviews of this are very very accurate. It's a cat magnet!
