No the pump pictured is not a a 2 in 1, I'm surprised the pond has living fish in it without a filter though! And I'm wondering where the bio-balls came from! The filter has to be outside the pond otherwise you'd just have all the fish waste at the bottom instead of floating around which is pretty much just as bad.
Look up oase or green genie or nexus or rdf filters, the last two being quite a big step up in price. Basically filters are giant buckets with sponges and media and mesh in them to stop fish waste and dirt circulating and reduce ammonia and harmful toxins in the water.
Here is a filter that's quite overkill but it will keep your water perfect, is easy to set up with your current piping and has everything in on small unit, not to mention is amazing value.

You could try a floating alligator head . We have one, and we’ve never lost a fish to a predator in over 7 years. We live in PA, but a lot of fish predators migrate. Anyway, the salesman at the pond store recommended the alligator head. I thought it was an amusing up-sale, but it seems effective. We definitely have herons in the area.

Go to a pet store or on amazon to buy a water test. You have no way of knowing your filtration is “very adequate” without it. If koi don’t live in absolutely pristine waters they are so susceptible to disease or succumbing to disease. This could potentially be an easy fix for you. Here’s a link to what I mean:

Edit to add: koi have an amazing ability to heal on their own when the water is good. Having clear water doesn’t mean the ammonia or nitrates are not sky high. Even with regular water changes I have to watch my ammonia levels.

I was having an issue with an enormous Great Blue Heron named Bane who was methodically picking off the fish in my pond. Bane knew he had a good thing going and began to show up every day, eventually bringing his friends (or perhaps enemies). I tried various barriers but he was persistent.

That is until I added this guy to the pond. I haven't had a problem with predators since, from Bane or anything else, and it's been more than 18 months. I do live in Florida so YMMV, but anecdotally people have said they find this effective even in areas where alligators are not native.

Yes I haven't had much trouble with the filter pump clogging for whatever reason, whereas the waterfall pump draws leaves in constantly. You need hose to connect all the filters too.

Is there a way you could use a cable pipe heater like this? You can also use a livestock trough heater to maintain an open area of water so the fish can breathe. Placing the heater near the intake for the waterfalls might be enough to keep them going. (Just get a pipe heater soon before they’re sold out.)

These tetra prefilters screw on most water pumps, you may have to take off the existing cover to get to it. This is what I run when I have tiny koi fry..
