My plan's also to just put some reflective tape. My spokes and parts of my bike are black so something like this will probably work well while being inconspicuous.
For a shopping bike you could just use a commuter, with a back rack and add two of those or something alike that you can remove. Unless you are shopping for a big family you should be fine with this. I am thinking of doing that with my commuter myself.

I have a Burton helmet that has speakers in it. If you're a BMX rider, snowboarding/skateboarding/BMX helmets are all pretty much the same.
The way the law reads, I think you could argue that a bluetooth earpiece would be legal and many can stream music. Of course you'll look like a 55yo Quebecois who desperately holds on to his youth and buys all of his Point Zero at Le Jean Bleu...
And you could mount a waterproof speaker on your handlebar. I have one for my shower that's waterproof, but I doubt it would be loud enough for the outdoors.
