I just use a cheapo headset since that's easier to take with me on the go. I got them on sale, like my gaming mouse. Combined it was like 20$ spent. Well worth it IMO. Extra mouse buttons and the ability to easily chat (both through the game and through steam) make the game way better.
You currently have integrated graphics at the moment so I would upgrade your GPU without question first. If that still doesn't satisfy your FPS craving, then your next bet is a good budget CPU since after the GPU upgrade, your CPU will be the limiting factor. In my opinion, the best budget would be to get the Radeon 6670 for $80 ($65 after rebate), and then the Phenom II x4 955 for ~$100 off eBay. This will help immensely with games and even better generally computer use. If you are even low on RAM (less than 4GB), you can get some DDR2 memory for cheap for $20-30. All this is only $200 and would make your computer jump few generations ahead from where it is.
It's very well possible that your PSU might not handle this either. All of this is uncertain and depending on your rig, it might just be best to get a whole new setup if adding the Radeon 6670 doesn't help much.
I always just pick up whatever wired microsoft or logitech model they have at Fry's for $20. Either should be fine.
For a laptop, Logitech makes some great wireless mice that run $25 or less, and run for ages on a single AA battery. For example: http://www.amazon.com/Logitech-M305-Wireless-Mouse-Black/dp/B003HC2FHE/
I believe the Logitech G400 is the new version of the one I have had for yonks the MX518. Inexpensive and pretty damn good quality. At the end of the day, short of using a very cheap office mouse: it's all down to the player's skill.
I would recommend a 9800. Mainly because I've been playing TF2 with a 8800 GS that just burned out, and I was able to get a 9800 for $50.
This one.
...seriously, you can do just fine with a basic mic and headphones.
I can try to log into the machines tomorrow for specifics (thought got they're both stock), but it's an ASUS X205T and this is the new laptop: https://www.amazon.com/dp/B01N0L4D8W/ref=cm_sw_r_cp_api_TROezb0A7X0A9
Most people here will tell you to get some nice headphones and pop on this bad boy
facepalm
How did I not realize that? I just got [this](http://www.amazon.com/Razer-Naga-Laser-Gaming-Mouse/dp/B002MPPRPO "Yes, I know, overpriced, Razer sucks, don't care. It's freaking sweet.") yesterday and I spent way too much time setting up number press + click macros.
I've looked for a bit now and can't find any similar products. Shame.
EDIT: I'm a stupid fucking prick.
