Alright, that PC is admittedly fairly old. Your CPU will probably bottleneck most modern GPUs. I wouldn't go with anything expensive, so you should probably get a GT 1030 or RX 550. They're new, don't consume much power, are fairly cheap, and aren't very power hungry (I think the RX 550 consumes more then the 1030).
If you can only buy off of this list, I'd go with any of the RX 550s. The only GT 1030 on it is fanless. You could also try the 750 Ti, but it's a bit older and not as powerful. A 1050/1050 Ti could also work, too.
