What's the price range you're looking at? In my experience I found using name brands (although a bit steep on price) are better than the chinese knock-offs.

Names like Samsung is always reliable. Not their phones, but the security systems I work with are pretty easy to install and a lot of them malfunction.

https://www.amazon.com/Samsung-Wisenet-SDH-B74043B-Channel-Security/dp/B01N2AQOHD/ref=sr_1_2?m=A9PR9F25FPUE0&s=merchant-items&ie=UTF8&qid=1493653516&sr=1-2&keywords=sdh-b74043

This is the one I have in my home and what I install for clients. Easy to work with and it seems like this is the newest one by Samsung. There's a few dealers you can work with but out of the ones I've dealt with (ellipse security, samstore, soltech security) soltech had the best deals and helped the most with customer service.

Hope it helps.

It's a bit tough to keep it in that budget. My personal preference is an NVR (Network Video Recorder), storing video 24/7 on a local harddrive. But going that route is going to be over-budget.

Let me be clear, I have no personal experience with the cameras that I'm about to link to. They use your home 2.4GHz wi-fi to send AV signal to an app. Storage is on a microSD card (not included) inside the camera. It's likely that you can also record on your smart phone by using the app, but again, I don't know for sure. Read the reviews and make your own decisions. You can get 4 for under $150 USD, not including microSD cards. I don't know how many cameras the app will support.

I've had security cams up outdoors now for a bit over 3 years now, after someone jumped my short fence and drug my 200 pound generator over said fence, and will pass along some of my thoughts and observations.

  1. Whatever camera you decide on, get at least 1080p. Under 720p is pointless. 720p is Okay at best, but recognizing anyone more than a few feet away is very hard. 960p (this is what I currently have, am getting ready to move up to 1080p) is usable, but if someone is more than about 10 feet from the camera, recognizing a face becomes difficult. In reality, anything over 1080p is going to be over-budget.

2a) Mounting: This kind of camera is going to be a Catch-22 situation. You will need to be able to get at it fairly easily to access the microSD card, but that means that others can also probably get to it too, unless you have it mounted on a 2nd story or somewhere that has limited access. But if someone steals your camera, they have also stolen the video stored on the microSD card inside.

2b) Mounting: Even if you only use your phone and don't intend to use the microSD card, you will still need to be able to access the camera for regular cleaning. I am in a rural area, and have to clean the lenses almost every evening due to spider webs. The IR night vision light draws the bugs, which in turn draws the spiders. You usually won't be able to see the thin strands of web during the day, but the IR night vision REALLY reflects off the web (and bugs).

2c) Mounting: Power requirements. I'm going to assume that you will need to plug them into 120VAC using the included power adapter. Many of this style of camera are actually 12VDC cameras. Mine are. Over the past few years, I have been able to put in some 12v deep cycle batteries that allow me to run my cams in areas where I don't have 120VAC. Just be aware that you will need power nearby.

2d) Mounting: Distance from Wi-fi router. Before mounting the cam to a wall or something, make sure that it will communicate with your wifi from that location. Since I don't have these cams, I can't tell you how far away they will work.

I hope this helps. If you have any questions, don't hesitate to ask.

Might not be the most helpful response, but here goes.
It doesn't sound like a security camera is the best solution to this issue.

You say he's calling the police and fire department on her whenever he can. 1.) Stop giving him a reason to do that. 2.) A camera won't help with that.
You say he's giving her and her children bone-chilling looks. A camera might catch those, but there's nothing you can do about that.

She really should be focused on either having a dialogue with the neighbor to try and patch things up, or move away from him. If she's genuinely worried about the safety of herself or her children, she'll find a way to move. If it's not that big of a concern, then it sounds like a conversation might be enough.

Now that that's out of the way, try starting out here https://www.amazon.com/Security-Reolink-65-100ft-Detection-RLC-410/dp/B010LH48F4/ref=sr_1_1?ie=UTF8&qid=1479254540&sr=8-1&keywords=reolink+rlc-410 and keep looking around on amazon for related products, etc. I can't speak to the quality of the camera, but it seems to have some nice features.

I got this last christmas when it was on sale for 80$. Might be a bit pricey, but it is really nice.
Hook it up to Wifi or just ethernet it to your computer, and there's either a web address or a phone app you can use to look at and fully control a live view, or recent footage, if you stick an SD card in it to record to. Great night vision, two way mic/speaker, zoom, and motion detection, perfect for what you'd want it for.

I would suggest against wireless because you still need a wire for power so they are never completely wireless. But if you are insistent, yes she can get a system but she would need a Wi-Fi router. Wireless doesn't make sense in most situations, and especially in hers.

Instead I would suggest something like this (maybe look for better quality cameras) which will give you/her a better picture with out the lag. Then buy a hard drive and a monitor and she will be able to use the system to record and view. Obviously she will not be able to view cameras away from her home.

So sad to hear about that.... i searched some item, if she doesnt have wifi at home, she only can install PoE camera which it's wired camera, https://www.amazon.com/Security-Megapixel-2560×1920-Weatherproof-Detection/dp/B07DY933DT this one i bought before, the video is 5Mp, definitely clearer than wireless camera, and the signal is more stable, but if she have wifi at home, she can consider a camera door bell, i'm a girl too, so i already installed one,https://www.amazon.com/Doorbell-Wireless-Security-Detection-HFWS-L8White/dp/B078W5H899. hope this comment could help her.

Wyze Cam Pan 1080p Pan/Tilt/Zoom Wi-Fi Indoor Smart Home Camera https://www.amazon.com/dp/B07DGR98VQ/

<Its USB powered so 5 watts its what your little solar setup needs to be able to support 24x7.

Is it a micro usb? I don't know much about electronics or how to put a solar kit together but found a pre packed one for blink x2
https://www.amazon.com/dp/B07JK3H4DD/
and wondered if it would work since it appears the type of USB is the key, according to random dude who was 3rd answer to question "Is this solar panel compatible with wyze devices ?"

A: No, different connections

A: only Blink

A: Blink uses a micro USB, as does Wyze. It should work.

Use something like this.

https://www.amazon.com/BNC-Connector-Coupler-Female-Adapter/dp/B06XHR1XSW

I've done this before and it does work so long as the connections are terminated well enough.

What you are looking for is a multiplexer. However most multiplexers have an output that is a BNC connector, not a tv. You could buy this.
