On the subject of keyboards, I'd recommend a decent membrane keyboard for fighting games, so that you get that smooth motion when mastering inputs. Mechanical's great too, but can be costly, and won't feel as smooth when performing motions such as quarter-circles.
The Logitech G213 (https://www.amazon.com/dp/B071WR2JYQ/ref=dp_cr_wdg_tit_rfb) is a good example of a great membrane keyboard that will last, which is $39.99 Certified Refurbished on Amazon US (probably not your region, but it's the most common here, so it might be of use). The Cooler Master Masterkeys Lite L Combo (https://www.amazon.com/Cooler-Master-MasterKeys-Mem-chanical-SGB-3040-KKMF1-US/dp/B01KBXKMM6) is great as well from my research, but it's slightly more expensive due to an obligatory, average mouse that's thrown in with it.
All this said, you will undoubtedly have to do your own research on specific keyboards in your area, as I could not find any results for the keyboards you mentioned. You should be able to find something by a well-known manufacturer for around the 40 US Dollar mark, so keep searching. You'll most likely be able to manage well with your Microsoft keyboard for now, though for reliability, you may need something better. For reference, I did pretty okay on my 20 year old DELL keyboard I used to type these messages, so you'll probably be fine!

I would try out a cheap arcade stick. My SO was very generous and bought me a Qanba Q4. I was having a blast with it, but I wanted her to be able to join in on some of the Mame games I play (TMNT, etc). She isn't much of a hardcore gamer or anything, so she didn't want something very fancy.
I got her this stick when it was going for around $30. The buttons and stick are quite stiff compared to my Qanba, but it still feels great and works well for all games we've tried it with. Here are some other lower cost options you should check out: Mayflash and Hori.
BTW - I'm assuming you are on PC, so I suggested sticks that would work for PC.
Edit: Also, if you end up really liking your stick and getting into it, there is a huge mod community and I've found plenty of tutorials for modding the units I listed on the cheap. That Mayflash one is especially easy to find mod tutorials for.
I'm not sure how much it would cost to ship from the US to Canada, but the Hori HRAP VXSA Kai meets all of your criteria pretty much perfectly. I've got one of the older model, so the non-"kai" version, which just has the turbo switches set up in a different place, but they're basically the same stick. I've been using mine for more than a year, and even though the housing is plastic, it feels super solid, and like I said, I've got one, so I can vouch for its quality. Best option for Switch: 8Bitdo Sn30 Pro+
Not only does it have a great d-pad (certainly better than the one on the Pro Controller or Switch Lite), but the form factor and button placement is superb, and you can easily use it to play PC games and emulators
You can use a Gamecube controller, but it's not the best. I think it needs one more button. Skullgirls benefits from 8 buttons (Not counting start) when using a 3 character team. You can still get by on 1 or 2 characters though.
I recommend this controller, which is the same shape as the Gamecube controller, but it will be easier to use and doesn't need an adapter (use the Xbox one if you have the computer version of the game.) I use it myself and love it.
Well, it's a matter of taste, really. I really wanted to start playing fighting games in a big way, so I bought the Q4RAF for £133. If you don't want to spend that kind of money, the HRAP4 Kai costs $150 at the moment.
As for the joystick, that's also a matter of what you prefer. The stock joystick is a Sanwa JLF. I bought the Crown because me and my friend heard about it and I wanted to give it a try and I absolutely love it! I'm going to order a HRAP4 in order to play Tekken 7 and Street Fighter V, and install another Crown.
It's up to you if you want to switch it out, really. The stock Sanwa is still a really solid stick.
I spent $40 on a bottom of the line Madcatz stick and then I hit up Paradise Arcade for a Seimitsu stick and buttons for about $60. It was super easy to put together and I ended up with the rough equivalent of a TE with custom colors for the same price.
I've always found fighters to be a little easier with the PS3 controller, while others like the 360. Comes down to personal preference and if you use the D-pad (PS3's D-pad is far superior).
Having two attacks on the shoulder buttons, however, gets a bit confusing at times, which is why.....
I'd highly, highly recommend getting a stick if you have the money to spare. Everyone I know, myself included, got leagues better after switching to a "proper" stick. I'd recommend the cheaper MadCatz Brawl Stick if you want to go that route. I have the PS3 version, and it works perfectly for PC Skullgirls with no silly third-party drivers or anything.
as a person who is terrible at fighters as well, I highly recommend getting a stick. It really is a game changer once you figure it out. I can actually combo past 10 hits on a regular basis now!

FYI that pad is HORRIBLE IMO. I switched to that after my older one broke and couldn't stand it. I went back to a standard ps3 controller for a while since I hated that thing so much. I've got a Hori V3 SA Kai now and will never go back to a pad, but I don't think switching actually helped me play better. If you are alright with a pad, then stick with it.

I've used a Rock Candy controller for about 6 or 7 months now for most games, and the "A" button is starting to wear down, but besides that it's the best controller I've used for fighting games
When I was researching sticks, I attempted to calculated out how much money and effort was required to build my own stick, compared to buying a TE, or other premade. When you talk about buttons being roughly $25, joystick being around the same, and PCB's ranging from $30-$60, it does add up quickly. On top of the wiring/soldering you have to do, it was more than worthwhile to purchase an arcade stick from a company that specializes in that very thing.
There are cheaper options, though. The Mayflash USB Arcade Fight Stick and the WWE All-Stars Brawl Stick are both decent sticks in the $30-$40 price range.
Most people say anything under $60 isn't worth considering because some component will break within the first couple months. The only exception is the WWE All Stars Brawl stick (I don't know what makes it different and it doesn't seem to have Sanwa parts, which is the main thing you're looking for in a stick.)
If you can't drop $100 on a fightstick or not sure if you will be playing fighting games in a month or two, I would stick with a wired Xbox 360 controller. I upgraded from an Xbox controller to a fightstick 2 weeks ago and honestly it hasn't upped my game or made anything easier, in fact I am probably still a bit worse.

No, because the chipset used in pi is ARM and that isn't compatible with x86 binaries. There are ways around this but they're computationally intensive and so would be unfeasible to run properly in a pi.
Now, as /u/shotpaintballer pointed out the requirements are really low, so you could probably buy some low end netbook, gut it and run it through that.
Intel does try to compete in that market with the Galileo being the closest to a pi in terms of form factor.
More recently they announced https://firmware.intel.com/projects/minnowboard3 which seems a bit more powerful than the pi and might actually run SG. I'm not sure if any of the announced models come with a GPU though

Hmmm, ive actually been looking at the Ps4 Fightpad here: http://amzn.com/B00TKLFES8 buttons aligned traditionally, i think one of the things that bends me out of shape with how it is currently is the triggers mess me up for the H attacks, brain doesnt get it. So this might be a decent investment (and with inputmapper i can use it on my PC) However if there's something bad about Horis let me know, i have an old hori gem pad for xbox 360 and it works great.
I was eyeing the Q4 as well. The position of the start button was kind of a downside for me. Do you accidentally press it a lot? Is it a nuisance? Or is it more out of the way from the buttons?
