Yep, true story. If you read "Star Trek: TNG 365", this is touched upon by the TNG writers who thought Paramount was too interested in the Star Trek cash cow and less about what it took to make TNG become as great as it was.

As I understand it, this is the region 2 release. It does say all region, so it may not be locked, but that's my understanding. This was the North American one.
The NA one included certain special features that were originally BestBuy exclusive on the season series; I'm not sure if the Region 2 (green) box has those.
I know this was posted a month ago, buuuuut this comes out to about $96 USD for the entire set. Region free. I just grabbed it, and am selling the seasons I already have to help cover it. I have S1, 4, and 6, so by the end of it I'll end up getting the entire set for roughly $30!
I know, that's weird. But I purchased ones that were on sale whenever I happened to see them.
This is for you. I loved this book as a kid.
I suggest the Blu-Ray versions. Their quality is better.
